RESPONSIBILITIES AND AUTHORITY – SHORE BASED PERSONNEL

TITLE : CHAIRMAN
OVERALL SUPERVISION : MARKETING, OPERATIONS, TECHNICAL,
PURCHASE, CREWING & ACCOUNTS DEPT.
RESPONSIBILITIES

  • The CHAIRMAN is the Head & the Top Management of RED SEA MARINE
    SERVICES He is the overall in-charge for all vessels and the office.
  • The MANAGER reports directly to him.
  • He controls the Marketing, Operations, Technical, Purchase, Crewing and
    Accounts activities by laying down policies and guidance for the MANAGER.
  • He is overall in charge for business development and marketing strategy of the
    company.
  • He supervises, finalizes and controls implementation of Company’s Annual
    budget for all vessels and office.
  • He is the final approving authority for all financial expenses concerning the
    Company fleet and the Shore Office(s).
  • He handles all matters relating to Sale and Purchase, Take Over/Delivery of
    Company Fleet.
  • He provides adequate resources and shore-based support to enable the
    Designated Person (DPA) to carry out his functions.
  • He oversees the economic, administrative and technical planning of the
    Company.
  • He is also in charge for business development and marketing strategy of the
    company

TITLE : OPS. MANAGER/CSO
OVERALL SUPERVISION : OPERATIONS, TECHNICAL, MARINE

RESPONSIBILITIES

  • The MANAGER has access and reports directly to the top management of
    RED SEA MARINE SERVICES (CHAIRMAN)
  • He is the overall in-charge for all vessels and the office under the authority of
    the CHAIRMAN.
  • All shore-based personnel report directly to him.
  • He is the final approving authority for all financial expenses concerning the
    Company fleet and the Shore Office(s).
  • He is the final approving authority for all new recruitments ashore and on
    board before approval from the CHAIRMAN.
  • He supervises all matters relating to Claims (General, Crew and Cargo).
  • He handles all matters relating to P & I, H & M and other Insurance.
  • He oversees the economic, administrative and technical planning of the
    Company.
  • He approves and authorizes the SMS documentation of the Company.
  • Ensures that the Companies SMS procedures are implemented and
    maintained by all departments (ship & shore based).
  • He is also incharge for business development and marketing strategy of the
    company under the guidance of the CHAIRMAN.
  • To ensure that all vessels are put in use timely with charterers at fair market
    price.
  • To ensure that the proper contracts are in place with the charterers and
    clients for fleet vessels.
  • Managing all marketing activities of the company.
  • Developing the marketing strategy for the company in line with its objectives.
  • Overseeing the company’s marketing budget.
  • Creation and publication of all marketing material in line with company’s
    plans.
  • Planning and implementing promotional campaigns.
  • Manage and improve lead generation campaigns, measuring results.
  • Overall responsibility for brand management and corporate identity.
  • Maintain effective communications with clients to ensure better
    performance by the company for the clients.
  • Analysing potential strategic partner relationships for company marketing.
  • He assumes the responsibility of the operation manager or Finance & Admin
    Manager during their absence.
  • Liaising with the Manager for the marketing strategy.
  • He holds the responsibility of the DPA.
  • Leader of Shore Based Emergency Response Team.

JOB TITLE : CREWING MANAGER
REPORTS TO : MANAGER
SUPERVISES : DAY-TO DAY OPERATIONS OF THE COMPANY FLEET
RESPONSIBILITIES:

  • To ensure that all company vessels meet Statutory and Regulatory
    requirements of appropriate National Authorities, International Regulatory
    bodies and Classification Societies. To ensure that Company vessels have
    valid Certificates with endorsements and undergo necessary surveys as
    required. Furthermore, to monitor and implement applicable new Regulatory
    Requirements.
  • To prepare, obtain and evaluate price quotations, supervise quality of work,
    negotiate settlements and prepare final Report for all repairs, refits and dry
    docks
  • Coordinates with manning agents for the recruitment of Masters, Officersand Crew members in accordance with National & International regulations.
  • Liaising with the Manager to verify the manning requirements of the ships as
    per the Flag State and Company requirements and the respective
    qualification/Certification requirements as per STCW/MLC 2006.
  • Interfacing with agents, P&I clubs and Port Authorities.
  • He has direct access to the highest level of management, the Designated
    Person Ashore and Office Executives.
  • To ensure certified, qualified & experienced crew is assigned to each vessel.
  • Recruiting qualified and competent personnel for fleet.
  • Maintenance of records for ship-based personnel, including personal
    information, training & evaluation reports.
  • Ensures legal compliance by checking certificates of joining crew for particular
    vessels.

JOB TITLE : ASSISTANT CREWING MANAGER
REPORTS TO : CREW MANAGER
SUPERVISES : DAY-TO DAY OPERATIONS OF THE COMPANY FLEET
RESPONSIBILITIES:

  • To assist the crewing manager as directed.
  • To ensure that all company vessels meet Statutory and Regulatory requirements
    of appropriate National Authorities, International Regulatory bodies and
    Classification Societies. To ensure that Company vessels have valid Certificates
    with endorsements and undergo necessary surveys as required. Furthermore, to monitor and implement applicable new Regulatory Requirements.
  • Liaison with external ship interest parties such as port controls, agents etc. for
    the smooth operation and compliance of the fleet.
  • Coordinates with manning agents for the recruitment of Masters, Officers and

JOB TITLE : PURCHASE & ACCOUNTS MANAGER
REPORTS TO : MANAGER
SUPERVISES : PURCHASE & ACCOUNTS
RESPONSIBILITIES:

  • Follow up vessel’s insurance (P&I, H&M) covers / checking / approval of
    relevant accounts.
  • Review/Approval and purchase of Ship Stores/Spares/Consumables, Claims
    (C/P, Hull & deck machinery, P&I club etc) with the assistance of a legal
    consultant.
  • Head and supervise the work of the Chief Accountant & Accounts Clerk.

JOB TITLE : MARINE TECHNICAL SUPERINTENDENT
SUPERVISES : MAINTENANCE & TECHNICAL ADMINISTRATION OF
ENTIRE FLEET, INCHARGE OF FLEET
RESPONSIBILITIES:

  • Heading Operation Manager in fleet operations and technical matters.
  • Ensures Fleet is maintained to International regulations & Company
    procedures
  • Regular attendance of vessels to ensure technical condition, performance, maintenance and repairs to ensure planned maintenance / inspection is properly carried out as per schedule.
  • Attending vessels in Dry Dock during repairs.
  • Preparing vessels for Flag State / Classification Surveys.
  • Ensuring timely completion of all Flag State & Classification Surveys,
    inspections & Audits.
  • Provide familiarization training and advice to newly joined Chief Engineers
    and Engineering Officers.
  • Incharge of entire fleet, its operations and ensure all crew and officers onboard ship are complied as per training requirements (HR to ensure that crew onboard vessel is alotted as per Superintendent requirements)
  • Follow up of vessel defect reports.
  • Verifying corrective & preventive measures are taken for machinery defects.
  • Provide guidelines for engine department staff in the implementation of
    Safety management System on board.
  • Identifying training requirements for officers on board ships.
  • Monitoring the resource requirements on board ships.
  • Look after chartering requirements of the fleet.
  • Ensure the Charter Party is complied with and implemented.
  • Maintain effective communications with shipboard staff, Class, Workshops,
    Vendors etc.
  • Monitor the fleet and ensure all vessel’s maintained as per existing Maritime
    Rules/Regulations.
  • To monitor bunkers and Lub Oil Consumption’s of all vessels.
  • Monitor performance and all machinery parameters via Noon Reports etc.
  • To monitor and supervise all matters relating to ship movement and cargo
    operations.
  • To monitor and check expenses incurred on all vessels and ashore.
  • To verify that Safety Management Systems are implemented and maintained
    properly by means of yearly audits.
  • To monitor and control all aspects relating to Safety on board the vessel.
  • To monitor and control all aspects relating to Pollution Prevention onboard
  • the vessels.
  • Maintain vessels to acceptable Company Standards and meeting all
    operational requirements.
  • To maintain acceptable Safety and Pollution Prevention standard onboard
    vessels for protection of environment, vessel and crew.
  • Liaison with external ship interest parties such as port controls, agents etc.
    for the smooth operation and compliance of the fleet.
  • Maintain vessels to acceptable Company Standards and meeting all
    operational requirements.

JOB TITLE : PERSONNEL ADMINISTRATION MANAGER
REPORTS TO : MANAGER
SUPERVISES : OFFICE & VESSEL ADMINISTRATION
RESPONSIBILITIES:

  • Overall responsibilities with respect to administrative functions of the Company
  • Assist the MANAGER as directed.
  • Maintains the work structure by updating job requirements and job descriptions
    for all positions.
  • Maintains organization staff by establishing a recruiting, testing, and
    interviewing program. Candidate selection; conducting and analyzing interviews.
    Recommending changes.
  • Ensures planning, monitoring, and appraisal of employee work results by
    training managers to coach and discipline employees; scheduling management
    conferences with employees; hearing and resolving employee grievances;
    counseling employees and supervisors.
  • Maintains employee benefits programs and informs employees of benefits by
    studying and assessing benefit needs and trends; recommending benefit
    programs to management
  • Maintains management guidelines by preparing, updating, and recommendinghuman resource policies and procedures.
  • Maintains professional and technical knowledge by attending educational
    workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Maintains human resource staff job results by counseling and disciplining

JOB TITLE : ASSISTANT TECHNICAL SUPERINTENDENT
REPORTS TO : TECHNICAL MANAGER
SUPERVISES : TECHNICAL ADMINISTRATION OF COMPANY FLEET
RESPONSIBILITIES:

  • The Technical executive’s prime responsibility is to assist Technical Manager.
  • To check the Technical Status of the Fleet and report any
    Machinery/Hull/Structure/Equipment defects/damages.
  • To take necessary measures in rectifying Technical Defects on board in
    consultation with Technical Manager and other senior Shore / Ship Managers
  • Implementing technical plans for the fleet.
  • Maintain all PMS & Technical records of the vessel.

TITLE : DESIGNATED PERSON ASHORE (DPA)
REPORTS TO : MANAGER/CHAIRMAN
SUPERVISES : SHORE RESPONSE TO AN EMERGENCY, LINK BETWEEN
SHIP & SHORE AND POLLUTION PREVENTION
4.0 RESPONSIBILITIES

  • The DPA is the single point of contact for providing a link between vessel and
    shore, he has direct access to the highest Level of Management and authorised by the Top Management to implement, monitor & improvise the Safety
    Management System of the Company and ensure Safety & Pollution Prevention of entire Company Fleet.
  • He is responsible for safe operations of all vessels.
  • Monitors the safety and pollution prevention aspects of the operation of all
    vessels.
  • Ensures that adequate resources and shore-based support is available at any
    time required.
  • Ensures Coordination between other Management Team in preparation,
    implementation, issuance and control of the Safety Management System.
  • Coordinates and monitors training of all shore based and shipboard staff in
    relation to Safety and Pollution Prevention aspects of the Companies fleet.
  • Coordinate when scheduled, the internal and external Safety Management
    System audits on shore and ship.
  • Coordinates the investigation of Non-Conformities, accidents, incidents,
    hazardous occurrences and implements corrective and preventive measures for
    same.
  • Performs vessel inspections by monitoring shore- ship operations, by frequent
    inspections of logbooks, ships safety meeting minutes, Masters review of SMS
    and Safety and Quality audits.
  • Reviewing all Shipboard procedures to ensure same are in compliance to
    standard international procedures
  • Coordinates Management Review meetings & record keeping.
  • Alternate DPA assumes the responsibility of DPA during his absence.
